Sociocue is a civic technology platform created to help people responsibly identify public-interest issues, submit supporting information, understand verified facts, participate in constructive digital civic action and follow the progress of issues over time.
Sociocue is designed to support information, transparency, responsible participation and lawful problem-solving. It is not designed to create hostility, confrontation, agitation, political instability or conflict between citizens and the State, public authorities, institutions, organisations or individuals.
Our position
Sociocue is an independent, non-partisan civic technology platform. We do not oppose governments or public institutions, support political parties, organise protests or encourage confrontation, intimidation or unlawful activity.
Issues are raised by citizens, not created by Sociocue to advance an agenda. Our role is to help document genuine civic concerns, verify available information, facilitate lawful digital participation and track how those issues are addressed.
We focus on problems, not enemies. Evidence, lawful participation and resolution come first.
This Policy explains the boundaries that apply to every issue, campaign, user, Luminar, moderator and piece of content appearing on Sociocue.

This Policy explains the boundaries that apply to every issue, campaign, user, Luminar, moderator and piece of content appearing on Sociocue.
Sociocue is not an anti-government, anti-state or anti-institutional platform.
Sociocue does not exist to oppose:
The appearance of an issue concerning a government department or public institution does not mean Sociocue opposes that institution.
The purpose of such a campaign is limited to documenting a specific public issue and encouraging its lawful resolution through appropriate channels.
Issues appearing on Sociocue are intended to originate from citizens, communities and other eligible users.
Sociocue does not create public issues in order to:
Sociocue provides the technology and process through which legitimate civic concerns may be documented and followed.
It does not set the public agenda.
Sociocue is politically independent.
Sociocue will not:
A civic issue does not become political merely because a government department is responsible for addressing it.
For example, requesting repair of an unsafe road, publication of a hospital safety audit or completion of a water project may be legitimate civic activity.
Calling for the removal of a government, political party or public official is outside Sociocue's purpose.
Sociocue will never act as a:
Campaigns must focus on the issue and its lawful resolution, not on generating anger against people or institutions.
Sociocue does not organise, facilitate, sponsor, encourage or coordinate:
Sociocue's participation model is intended to remain digital, informational, constructive and lawful.
Users must not use Sociocue campaign pages, comments, campaign kits, profiles or messaging features to organise such activities.
Where Sociocue refers to mobilisation, participation or collective action, these terms refer to lawful digital civic participation.
Examples may include:
“Mobilisation” on Sociocue does not mean mobilising people for physical confrontation or public disorder.
Sociocue respects the sovereignty, territorial integrity, constitutional order and lawful institutions of Pakistan.
The platform must never be used to encourage or promote:
Content presenting a credible risk in these areas will not be permitted.
Sociocue strongly rejects vigilantism and mob justice.
Users must never encourage others to:
An accusation does not give members of the public a right to punish anyone.
Content must not be designed to provoke people into hostility, confrontation or unlawful conduct.
Sociocue prohibits language intended to:
Campaign wording should seek a solution, not an enemy.
Sociocue must never be used to threaten or intimidate:

Sociocue believes institutions may legitimately be asked:

The more serious a claim, the stronger the evidence required before publication.
Information may be categorised as:
Verified Fact
Supported by reliable evidence or authoritative sources.
Officially Reported
Attributed clearly to an authority, court, inquiry or official record.
Allegation or Claim Under Review
A claim that has been made but has not yet been independently established.
Unverified
Information that should not be amplified as fact.
Sociocue will not intentionally convert rumours or viral social-media claims into verified facts.
Sociocue must exercise particular caution where a campaign concerns an identifiable person.
The platform must not declare someone:
unless that statement is legally established and it is lawful and appropriate to report it as such.
Where proceedings are ongoing, language should instead identify the status accurately.
For example:
“Police have accused…”
“The allegation is being investigated…”
“The individual is facing proceedings…”
“A judicial inquiry is examining…”
An accused person remains entitled to due process.
Sociocue does not conduct trials.
The platform must never encourage users to decide someone's guilt through:
Courts and competent authorities determine criminal responsibility.
Sociocue may track proceedings but must not replace them.
Users may criticise decisions, policies, conduct or institutional performance where they have a legitimate basis for doing so.
Users may not use Sociocue for:
Sociocue must never become a tool for exposing private personal information.
Users may not publish unnecessary:
Public accountability must never become personal targeting.
Sociocue must not be used to promote hostility or conflict based on:
Campaigns involving allegations of blasphemy, religious wrongdoing, sectarian accusations or similar high-risk matters should not ordinarily be permitted without specialist legal and safety review.
Sociocue will never permit calls for collective punishment or hatred against a community.
Content relating to sensitive national institutions must be especially carefully reviewed.
Criticism of a specific documented issue must remain:
Personal insults, unverified allegations or language intended to create hostility toward an institution are not permitted.
Public officials may legitimately be referenced where necessary to explain responsibility for a civic issue.
However, Sociocue campaigns should preferably address:
the responsible office, authority or institution
rather than mobilising people against an individual.
For example:
Preferred:
“The Water and Sanitation Agency should publish a repair schedule.”
Not preferred:
“Everyone go after the director until he fixes this.”
Sociocue may provide users with:
Campaign kits must remain:
Sociocue will not provide scripts designed to provoke confrontation or hatred.
Users may have their own personal views, beliefs and activities outside Sociocue.
Those views and activities do not automatically represent Sociocue.
Users must not claim:
unless they have written authority to do so.
Each user is responsible for their own:
Participation in a Sociocue campaign does not authorise unlawful conduct.
Sociocue does not instruct users to violate the law and does not assume responsibility for independent conduct undertaken outside the authorised functionality of the platform.
Nothing in this Policy removes any responsibility that applicable law places directly on Sociocue itself.
That final sentence is important; we should not pretend a disclaimer can eliminate statutory obligations.
A user, supporter, volunteer or Luminar does not become:
of Sociocue merely by participating in a campaign.
Their independent statements and activities are their own.
Sociocue cannot guarantee that:
Sociocue's role is to provide tools for information, participation and transparent progress tracking.
Campaigns must never attempt to:
Where necessary, campaign publication may be restricted or delayed to protect an investigation or legal process.
Certain campaigns should receive enhanced review before publication.
These include matters involving:
Sociocue may require legal review before publishing these campaigns.
Sociocue may classify campaigns internally.
Roads, drainage, waste, public utilities, accessibility and similar matters.
Hospitals, schools, public projects, environmental enforcement and service delivery.
Deaths, harassment, alleged negligence and serious institutional failures.
Criminal allegations, corruption accusations or claims concerning identifiable persons.
Requires senior and potentially legal review.
Content involving incitement, threats, terrorism, violent extremism, religious hatred, mob justice, unlawful agitation, sabotage or serious threats to State sovereignty.
Such campaigns will not be permitted.
Moderators should ask before approving a campaign:
If there is material doubt, publication should be paused for further review.
Sociocue may remove, restrict, redact or suspend content where it believes the material:
Every public campaign should include an accessible:

Complaints should be reviewed and logged appropriately.
Sociocue intends to comply with lawful obligations imposed by competent authorities and courts.
Where legally required and appropriately authorised, Sociocue may respond to lawful requests relating to:
Sociocue will seek to act consistently with applicable law and the privacy rights of users.
The purpose of a campaign is not to “defeat” an authority.
Where an authority:
Sociocue should reflect that response accurately.
The platform should encourage cooperation and resolution wherever possible.
Where practical, Sociocue may provide relevant authorities or institutions with an opportunity to:
Their response may become part of the public campaign record.
This is a very useful protection for us because Sociocue becomes a two-way transparency platform, not merely an accusation platform.
The objective of every Sociocue campaign should ultimately be to move toward a documented outcome.
Where an issue is corrected, Sociocue should visibly record the resolution.
We do not benefit from keeping a dispute alive after the underlying issue has genuinely been resolved.
A Sociocue campaign should always be able to answer:
What happened?
What evidence supports it?
Who is responsible for addressing the issue?
What lawful action are we requesting?
How will we know when it has been resolved?
If a campaign cannot answer these questions, it may not be suitable for Sociocue.
Our guiding principle is simple:
Sociocue exists to help information reach a solution, not to turn frustration into conflict.
We provide the platform.
Citizens raise the issues.
Evidence guides the conversation.
Institutions are given the opportunity to respond.
Progress is tracked transparently.
And resolution — not confrontation — is the goal.
